04

Third-Party API Access

PVREA's most formal third-party data program is the Building Benchmarking Program under Colorado HB 21-1286: after a one-time authorization, PVREA uploads building energy data directly to Energy Star Portfolio Manager. There is no public developer REST API; the SmartHub JSON API has been reverse-engineered by community developers (e.g., electric-usage-downloader) but is not officially supported. PVREA is also transitioning to a new data management platform expected to complete mid-2026, which may affect export/API availability during the transition.

  4. 04PVREA may suggest Green Button XML or custom SFTP/API instead of traditional EDI

06

Rate Schedules & Tariff Analysis

PVREA's verified 2026 C&I rate design separates accounts by phase and demand level. Small commercial (Schedule B) pays a low $2.00/kW demand charge with a higher $0.09201/kWh energy rate, while Large Power schedules trade a much higher $21.49/kW demand charge for a far lower $0.05570/kWh energy rate (and $0.04995/kWh on primary-metered LPP). For large accounts, demand management dominates the bill; for smaller accounts, energy and the modest demand charge dominate. Time-of-use options reward shifting load off-peak (off-peak energy as low as $0.05464/kWh vs $0.18800 on-peak).

Poudre Valley Rural Electric Association Rate Schedule List

ScheduleApplicability
Schedule B / BTOU (Three-Phase Commercial)Small commercial ≤ 37.5 kW, standard or TOU
Schedule LP / LPTOU (Large Power)Commercial/industrial > 37.5 kW, standard or TOU
Schedule LPP / LPPTOU (Large Power Primary)Primary-metered loads > 500 kW, standard or TOU

Poudre Valley Rural Electric Association Rate Features & TOU Details

  • Phase- and size-tiered schedules (A/A2/B vs LP/LPP)
  • Low demand charge for small commercial ($2.00/kW), high for Large Power ($21.49/kW)
  • Energy charges drop sharply on Large Power ($0.05570/kWh) and primary metering ($0.04995/kWh)
  • $0.00150/kWh energy and $1.00/kW demand Power Cost Adjustments
  • TOU schedules with on-peak $0.18800/kWh vs off-peak $0.05464/kWh and demand credits

Other Data Access Programs

Building Benchmarking Program (HB 21-1286)

For buildings over 50,000 sq ft subject to Colorado HB 21-1286, PVREA uploads energy usage directly to Energy Star Portfolio Manager after a one-time authorization, streamlining compliance reporting.

  1. 01Confirm building is >50,000 sq ft and in PVREA territory
  2. 02Complete the Building Owner Request form (plus tenant authorizations if <4 tenants)
  3. 03Create an Energy Star Portfolio Manager account
  4. 04Email forms to EnergyBenchmarking@pvrea.coop
  5. 05PVREA initiates automated monthly data upload

System Load Graph

PVREA publishes a public system-wide demand/load forecasting graph updated every 15 minutes, useful for Time-of-Use members planning consumption (system-level, not individual customer data).

  1. 01Visit the System Load Graph page
  2. 02Review current and predicted system demand
  3. 03Shift discretionary load away from system peaks

Net Metering & Distributed Generation

PVREA offers net metering (Schedule NP) and a Qualifying Facility tariff (Schedule DG) for members with on-site generation, with published true-up and QF payment rates.

  1. 01Submit the appropriate interconnection application (Level I includes net metering)
  2. 02Take service under Schedule NP (net metering) or Schedule DG (QF)
  3. 03Monitor generation/consumption in SmartHub

08

Limitations & Considerations

  • No public developer REST API (SmartHub JSON API is unofficial/reverse-engineered)
  • No public Green Button Connect My Data (OAuth); benchmarking auto-upload only
  • Current SmartHub CSV exports are hourly; 15-minute requires Green Button XML
  • EDI not publicly documented; requires direct negotiation
  • Data management platform migration expected mid-2026 may affect export/API availability
  • Third-party access requires signed authorization and PVREA verification

Poudre Valley Rural Electric Association Data Access FAQ

What does PVREA charge a large commercial / industrial account in 2026?

Under the verified 2026 Large Power schedule (LP, >37.5 kW), PVREA charges a $108.00 monthly facility charge, a $21.49/kW demand charge (plus a $1.00/kW Power Cost Adjustment on demand), and a $0.05570/kWh energy charge. Primary-metered accounts over 500 kW (LPP) pay a $250.00 facility charge, $21.19/kW demand, and $0.04995/kWh energy.

Is there a time-of-use option for large commercial accounts?

Yes. The Large Power Time-of-Use schedule (LPTOU) carries a $250.00 facility charge, $21.49/kW demand, a TOU demand credit of ($10.50)/kW where applicable, a $7.00/kW TOU demand charge, and $0.05570/kWh energy. A primary-metered TOU version (LPPTOU) applies the same TOU structure with $21.19/kW demand and $0.04995/kWh energy.

What interval data granularity can a C&I member get?

PVREA's AMI provides 15-minute interval data via SmartHub's Usage Explorer and the Green Button XML export (up to 14 months). Current SmartHub CSV exports are hourly; use the Green Button XML for 15-minute granularity. Note a data platform migration is expected to complete mid-2026.

How does a third party get authorized for PVREA data?

Under Colorado 4 CCR 723-3-3032, the member completes PVREA's Third Party Notification form naming the third party, data types, and duration, and submits it to PVREA. PVREA verifies, provides access, and retains disclosure records for at least 3 years. For buildings >50,000 sq ft, the Building Benchmarking Program auto-uploads to Energy Star Portfolio Manager.

Can a small commercial account choose time-of-use?

Yes. Small three-phase commercial accounts (Schedule B, $29.00 facility, $2.00/kW demand, $0.09201/kWh) can opt into Schedule BTOU, which keeps the $29.00 facility and $2.00/kW demand but applies $0.18800/kWh on-peak and $0.05464/kWh off-peak energy.
