Pomona Choice Energy (PCE) Data Access Guide
Pomona Choice Energy (PCE) is a not-for-profit Community Choice Aggregator created by the City of Pomona in 2020, serving roughly 41,800 electric customers. PCE procures generation while Southern California Edison (SCE) handles delivery, metering, and billing — so all C&I data access runs through SCE's Green Button Connect, CISR Form 14-796, and My Account systems.

Billing Data Access
Billing data access for PCE customers is managed entirely through Southern California Edison's systems since SCE provides all billing services. Customers see a single SCE bill that includes both SCE delivery charges and PCE generation charges. Third parties access billing data through SCE's CISR program or Green Button Connect.

See the Pomona Choice Energy (PCE) Rate Schedules & Tariff Guide →Interval Data & Smart Meters
All PCE customers are served by SCE's Advanced Metering Infrastructure. Interval data at 15-minute granularity (commercial GS-3/PA-3 and above) is available via SCE My Account downloads, SCE EnergyManager for large business customers, Green Button Connect for registered third parties, and CISR-DRP requests.
How to Download Pomona Choice Energy (PCE) Interval Data via Green Button
- 01Register as an SCE Green Button third-party vendor with organization name and TIN
- 02Develop an OAuth 2.0 client for SCE's ESPI endpoints and complete connectivity testing
- 03Send the customer through SCE's OAuth authorization flow
- 04Exchange the authorization code for an access token
- 05Pull interval, billing, and meter data via ESPI XML (NAESB REQ.21) with recurring automated pulls
How to Download Pomona Choice Energy (PCE) Interval Data via Portal
- 01Log into SCE My Account at https://www.sce.com/mysce/overview

PCE has no API of its own — SCE is the data custodian. Third parties register with SCE's Green Button program, implement OAuth 2.0 against SCE's ESPI endpoints, and pull usage, billing, and meter data in ESPI XML once a customer authorizes access. CISR Form 14-796 is the form-based alternative for consultants and demand response providers.
How to Register as a Pomona Choice Energy (PCE) API Vendor
- 01Register as an SCE Green Button vendor (organization name, TIN, monitored contact email)
- 02Agree to SCE's Terms and Conditions for Third Party Data Use
- 03Complete SCE connectivity testing and certification
- 04Register the application for client credentials
- 05Implement the OAuth authorization flow and start ESPI data pulls
EDI (Electronic Data Interchange)
EDI is not a practical data access method for PCE customers. PCE customers are CCA customers, not Direct Access customers — SCE's EDI program (814, 810, 820, 867 via ANSI X12) applies only to Direct Access / ESP relationships. CCA customers should use Green Button/ESPI or CISR instead.

ENERGY STAR Portfolio Manager Auto-Upload
Building owners can grant permission in SCE My Account to automatically upload monthly billing and usage data to ENERGY STAR Portfolio Manager for benchmarking, and share that data with third parties through Portfolio Manager.
- 01Create an ENERGY STAR Portfolio Manager account
- 02Register the property and utility accounts
- 03Grant permission in SCE My Account for auto-upload
- 04Receive automatic monthly billing/usage data
- 05Share benchmarking data with third parties as needed
Limitations & Considerations
- ⚠PCE operates no customer portal or billing system of its own — all data access runs through SCE.
- ⚠Residential customers may only see daily or hourly granularity; 15-minute intervals require commercial rate schedules GS-3/PA-3 or above.
- ⚠EDI is not available to CCA customers — only to SCE Direct Access customers.
- ⚠CISR requests carry fees: $9.00 base per form plus $7.00-$35.00 per service account (effective October 1, 2025).
- ⚠PCE has no formal aggregator program; aggregators access data through SCE Green Button registration or CISR.
Pomona Choice Energy (PCE) Data Access FAQ
How do C&I customers in Pomona get 15-minute interval data?▾
PCE customers are metered by SCE's Edison SmartConnect AMI. Commercial customers on rate schedules GS-3/PA-3 and above can pull full 15-minute interval data through SCE My Account (CSV/XML), SCE EnergyManager (for demand >200 kW), or authorize a third party via Green Button Connect My Data. Up to 36 months of history is available.
Does Pomona Choice Energy have its own data portal or API?▾
No. PCE procures generation only — SCE owns the meters, runs billing, and is the data custodian. All programmatic access goes through SCE systems: Green Button Connect (OAuth 2.0/ESPI), CISR Form 14-796, or SCE My Account data sharing. PCE maintains no separate portal, API, or developer documentation.
What does third-party data access cost for PCE accounts?▾
Green Button Connect registration and data access are free. CISR Form 14-796 requests cost $9.00 per form submission plus $7.00-$35.00 per service account in fulfillment fees (effective October 1, 2025), with the first two Option 1 fulfillments free per 12-month period.
Can PCE customers use EDI for usage data?▾
No. EDI (ANSI X12 814/810/820/867) applies only to SCE Direct Access customers working with Electric Service Providers. PCE customers are CCA customers with a simpler structure — use Green Button Connect (ESPI/OAuth) or CISR instead for programmatic access.
How do energy management platforms integrate PCE accounts?▾
Register as an SCE Green Button third-party vendor, build an OAuth 2.0 client against SCE's ESPI endpoints, complete SCE's connectivity testing, then have each customer authorize access through SCE My Account. Data flows as ESPI XML per NAESB REQ.21 with recurring automated pulls — covering interval usage, billing, and meter information.
