Interval Data & Smart Meters

Cleco completed a system-wide AMI smart meter deployment (Feb 2011-July 2013, ~285,000 meters, partially ARRA-funded), covering all residential, commercial and small industrial customers. The MyAccount portal exposes daily usage and usage alerts, but Cleco does not offer Green Button or standard-format interval export. More granular interval data must be requested directly from Cleco's meter data management system (MDMS).

Meter Technology
Advanced Metering Infrastructure (AMI) with two-way communication; ~285,000 smart meters via a secure RF network (75 collectors, 3,134 routers) and an MDMS.
Electric Granularity
Daily usage viewable in MyAccount; finer interval data recorded by the MDMS may be requested from Cleco directly. No self-service 15-minute export.
Gas Granularity
N/A (electric-only utility)

Rate Schedules & Tariff Analysis

Cleco's C&I rate design is demand-driven. Smaller commercial loads on Schedule GS pay a fixed Customer Charge plus tiered per-kWh energy, adding a per-kW Billing Demand Charge (and reactive demand charge) once load is demand-metered. Large industrials (=1,000 kW) move to Schedule LPS, where the per-kW Billing Demand Charge dominates the bill and is ratcheted to the highest 30-minute demand over the trailing 11 months and to contract demand. All C&I bills layer adjustment riders (Fuel/FA, Environmental/EA, Infrastructure/IICR, Storm Recovery, Energy Efficiency, Energy Transition). Verified per-unit amounts live in each schedule PDF and vary by service voltage, so this guide describes structure rather than asserting static dollar figures.

Cleco Power LLC Rate Schedule List

ScheduleApplicability
Schedule GS - General ServiceCommercial and industrial customers
Schedule LPS - Large Power ServiceLarge power customers =1,000 kW
Rider IES - Interruptible Electric ServiceC&I customers accepting curtailment
Rider MVDR - Market Value Demand ResponseC&I demand response into MISO

Cleco Power LLC Rate Features & TOU Details

  • Demand-based billing for GS (above threshold) and all LPS accounts
  • Billing demand measured on highest 30-minute integrated kW, ratcheted 11 months
  • Voltage-differentiated rates (secondary / primary / transmission)
  • Reactive demand (kVAR) charges for poor power factor
  • Multiple adjustment riders (FA, EA, IICR, Storm, EE, Energy Transition)
  • Optional interruptible (IES) and demand-response (MVDR) riders for C&I

Other Data Access Programs

Market Value Demand Response Rider (MVDR)

Allows C&I customers and aggregators to register demand response assets and earn market value for curtailment via MISO, administered with the Piclo platform.

  1. 01Contact Cleco Business Services or register on Piclo
  2. 02Confirm asset eligibility and curtailable load
  3. 03Enroll the demand response asset
  4. 04Participate in MISO demand response events

Interruptible Electric Service (IES) Rider

C&I customers on GS/LPS agree to interrupt load during peak events in exchange for a bill credit; aggregators can facilitate enrollment.

  1. 01Confirm eligibility on a qualifying base schedule (GS, LPS, LPCP, IDS, LED)
  2. 02Agree to curtailment terms with Cleco
  3. 03Receive interruptible credits on the bill

Energy Efficiency Rider (Tariff No. 31)

LPSC-governed energy efficiency program (General Order R-31106) recovering program costs; supports C&I efficiency measures that reduce demand and energy charges.

  1. 01Review program measures via Cleco / LPSC
  2. 02Implement qualifying efficiency upgrades
  3. 03Reduce billed demand and energy

08

Limitations & Considerations

  • No Green Button (Download My Data or Connect My Data); Cleco is not in the Green Button Alliance directory.
  • No native retail data API and no formal EDI program; third parties rely on platforms like Nectar (docs.nectarclimate.com).
  • No self-service standard-format (CSV/XML) interval export; only daily usage views and PDF bills in MyAccount.
  • Historical data retention and finer interval availability are not published; must be confirmed with Cleco.
  • Verified per-unit C&I rate amounts are not cleanly machine-readable online; consult the individual GS/LPS schedule PDFs in Cleco's tariff book for current dollar figures, which vary by service voltage.
  • No retail supplier choice - Louisiana is a fully regulated market.

Cleco Power LLC Data Access FAQ

Can our facility download Green Button interval data from Cleco?

No. Cleco does not offer Green Button Download My Data or Connect My Data and is not in the Green Button Alliance directory. MyAccount shows daily usage; finer interval data must be requested directly from Cleco (1-800-622-6537 / customerservice@cleco.com) or pulled via Nectar with customer authorization — see docs.nectarclimate.com.

Does Cleco have a developer API or EDI for commercial data?

No native retail API and no EDI program. Nectar provides API access to Cleco billing and interval data with customer authorization — see docs.nectarclimate.com. Wholesale/transmission data is available via FERC OASIS on MISO with a digital certificate.

Which schedule applies to our commercial or industrial site?

Most commercial and small industrial loads take Schedule GS (General Service); customers contracting for at least 1,000 kW take Schedule LPS (Large Power Service). On GS, exceeding the monthly kWh threshold for four consecutive months triggers demand billing. Verified per-unit rates are in each schedule PDF in Cleco's tariff book.

Why is the demand charge such a large part of our Cleco bill?

Cleco bills demand on the highest 30-minute integrated kW, ratcheted to the highest demand over the prior 11 months and to contract demand. For large LPS accounts the per-kW Billing Demand Charge often exceeds energy charges, so sustained peak reduction and power-factor correction yield the biggest savings.

Can we shop for a cheaper electricity supplier in Cleco territory?

No. Louisiana is a fully regulated, vertically integrated market with no retail electric choice. Cleco bundles generation, delivery and billing at LPSC-approved rates. Cost savings come from demand management, rate/voltage optimization, and demand-response riders (IES, MVDR) rather than supplier switching.

How can flexible C&I load reduce costs with Cleco?

Curtailable load can enroll in the Interruptible Electric Service (IES) rider for bill credits or the Market Value Demand Response (MVDR) rider to earn MISO market value (administered via Piclo). Loads that can shift to off-peak may benefit from the experimental TOUCH time-of-use pilot. Use AMI daily data to quantify the opportunity.
