Because the demand charge is the largest variable, reducing 15-minute peak demand and improving load factor are the highest-leverage savings. In-city (City Secondary) carries a higher customer/TCOS but lower delivery+demand $/kW than Rural Secondary; siting and metering voltage affect total cost. Customers >= 1,000 kW should evaluate Primary Service at primary voltage.
