Rate Recommendations by Use Case

🏢

Mid-sized commercial facility (50-999 kW)

Most mid-sized GRU businesses fall on General Service Demand, where demand charges are a major bill driver.

Recommended:
General Service DemandGeneral Service Demand Time-of-Use

At $11.55/kW, peak demand dominates the bill. If load can shift off-peak, the TOU variant's $0.0371/kWh off-peak energy rate yields substantial savings.

Tips:
  • Request 15-minute interval data to find peaks
  • Stagger HVAC and equipment startup
  • Evaluate TOU if operations can shift to nights/weekends
Est. monthly: Driven by peak kW; model with interval data
🏭

Large industrial / campus (1,000+ kW)

Large loads are placed on Large Power Service with the lowest energy rate but a significant demand charge.

Recommended:
Large Power ServiceLarge Power Service Time-of-Use

At $0.0694/kWh energy and $11.70/kW demand, demand management and off-peak shifting (off-peak $0.0347/kWh) drive the biggest savings.

Tips:
  • Implement peak-shaving controls
  • Consider the Economic Development Rate if expanding
  • Continuously monitor 30-minute demand
Est. monthly: Demand-dominated; depends on coincident peak
🏪

Small business / office (<50 kW)

Small accounts default to General Service Non-Demand with no demand charge.

Recommended:
General Service Non-DemandGeneral Service Demand (if high kWh)

High-usage small accounts averaging over 7,300 kWh/cycle (e.g., convenience stores) may save by switching to the Demand rate's lower energy charge.

Tips:
  • Ask GRU (352-393-1460) for a usage review before switching
  • Monitor whether usage routinely exceeds ~7,300 kWh/cycle
  • Enroll in eBill to track consumption
Est. monthly: $35 customer charge + energy at $0.1118-$0.1486/kWh

04

Historical Rate Trends

GRU electric base rates have remained unchanged for two consecutive fiscal years under the GRU Authority's debt-reduction focus. Variability in monthly bills comes primarily from the fuel adjustment charge, which is reset monthly.

March 1, 2026

Electric fuel adjustment charge increased from 45 mills to 50 mills ($0.0350/kWh).

Overall trend: Flat base rates; fuel adjustment fluctuates monthly.

Next expected change: FY2027 rates expected to be set in the GRU Authority's annual budget process (fall 2026).

Cost Optimization Strategies

C&I customers can lower GRU bills by managing peak demand, shifting load to off-peak periods under Time-of-Use schedules, and using free GRU energy surveys to identify efficiency opportunities.

Demand Management

For: GS Demand and Large Power Service

Meaningful reduction in monthly demand charges

Stagger equipment startup and shave coincident peaks to reduce the maximum 30-minute demand that drives the $11.55-$11.70/kW demand charge.

Time-of-Use Load Shifting

For: 24/7 operations, plants with night shifts

Large energy-charge savings for shiftable load

Move flexible production to nights, weekends, and holidays; off-peak energy ($0.0347-$0.0371/kWh) is roughly a quarter of on-peak rates.

Free Energy & Water Survey

For: All business customers

Varies by facility

Use GRU's free facility survey to benchmark consumption and identify efficiency and rate-optimization measures.

Economic Development Rate

For: Large new/expanding loads

Discounted base energy rate

New or expanding businesses using 100,000+ kWh/cycle may qualify for discounted base rates.

Frequently Asked Questions

Can my energy consultant access my GRU interval data on my behalf?

Yes, but GRU has no automated Share My Data portal. You must submit written authorization to the Energy & Business Services Department (352-393-1460). Once verified, GRU can deliver 15-minute interval data to your consultant in CSV via email or scheduled report.

What granularity of interval data is available for commercial accounts?

Demand-metered C&I customers can obtain 15-minute interval consumption data. Billing demand itself is measured as the maximum 30-minute interval during each billing cycle.

Does GRU support Green Button Download or Connect My Data?

Not currently. GRU has no Green Button or ESPI API. Account data is available through the My Account portal (PDF), and aggregated consumption is published via the Socrata Open Data API.

Which commercial rate applies to my business?

Businesses under 50 kW demand are placed on General Service Non-Demand; 50-999 kW on General Service Demand; and 1,000 kW or greater on Large Power Service. Time-of-Use variants are available for each by supplemental agreement.

How do I obtain bulk historical consumption data for analysis?

Use the DataGNV Open Data Portal (data.cityofgainesville.org). The GRU electric consumption dataset (2012-2022) is queryable via the Socrata SODA API with no authentication for read access; use pagination for the 12.3M+ records.
